SECOND HISTORICAL INTERNATIONAL AFRIKAN WORLD REPARATIONS AND REPATRIATION
TRUTH COMMISSION CONFERENCE RESOLUTION ACTION PLAN - ACCRA, GHANA

[A goal of the Afrikan World Reparations and Repatriation Truth Commission (AWRRTC) is to fulfil the objectives of the Accra Declaration by the year 2004.]

We the participants of the Second Historic International Afrikan World Reparations and Repatriation Truth Commission Conference, held July 28-30, 2000 at the W.E.B. Du Bois Memorial Centre for Pan African Culture, Accra, Ghana, reaffirm the continuous need to demand Reparations and the Right of Repatriation. We further demand the Unconditional Cancellation of “Debt’s” owed by those nations of African descent in the Diaspora.​

Afrikan World Reparations and Repatriation Truth Commission (AWRRTC) declares in reference to Article 6 of the Accra Declaration on Reparations and Repatriation, issued August 12, 1999, that yearly conferences shall be held to provide updates and progress reports on our declared goals.

Participants and delegates, during the three day conference (July 28-30, 2000) have further assessed the Accra Declaration and have issued, “The Accra Reparations and Repatriation Action Plan for July 2000 through July 2001.

We hereby resolve, and it is hereby resolved:

1. ​That European Enslavement and Colonisation of African Peoples over a 400-years period; as well as the illegal occupation by European nations on Africa’s sovereign soil; which resulted in the Colonisation, Destruction and Theft of Africa’s Human, Mineral ,and Material Resources, is indisputably linked to the burdensome so-called “African Debt Crisis”, today, as well as the Socio-economic deterioration of the global African society. AWRRTC reiterates that there is “No African Debt!” Therefore, We Strongly Advise that African nations and those nations of African descent in the Diaspora, Refuse To pay this Illegal, Immoral, and Unjust Debt!!! Simply put: “STOP DEBT SERVICING PAYMENTS, NOW!!! DO NOT PAY! Rightfully Use your (own)Debt Servicing Capital For Domestic Development.

2. ​That by December 2001 an international team of lawyers will be assembled through AWRRTC, to pursue all legal means, to demand justice (e.g. monetary compensation, US $777 TRILLION principal with interest per annum at the current market rate) from those nations of Western Europe, America and institutions, who participated and benefited from the European Enslavement and Colonization of African Peoples.

3. ​That the Organization of African Unity (OAU) consider the unique situation of the Diaspora Africans, who having been enslaved for over 400 years, do allocate four observer seats to representatives of the African Diaspora of North, Central, South America and the Caribbean regions. Furthermore, it is the hope and aspiration of AWRRTC that the OAU grant these four seats permanent status in the near future. Also, AWRRTC reaffirms its request, in the Accra Declaration of August, 1999 that the OAU allocate one observer’s seat to AWRRTC for the purpose of monitoring the progress of Reparations and Repatriation to its successful end.

4. That AWRRTC will endeavour to facilitate the establishment of Orientation Centres, which will assist Diasporans in making their transition to re-integrate back into Mother Africa. Repatriation information will be disseminated through newsletter, magazines, brochures, and on-line methods within 90 days after closure of this conference.
   ​​​​​​​​​​That Ghana has taken a Bold Initiative on the African Continent by passing Immigration Bill #573, which recognizes her sons and daughters who were taken illegally from Africa into bondage to the America. Immigration Bill #573 is the “Right of Abode” to African Slave Descendants of the Diaspora to live in Ghana.
   Moreover, in the spirit of re-unification, the Ghana National House of Chiefs will be requested to issue a statement of support on Reparations and Repatriation by July, 2001. Also the Traditional Rulers will be encouraged to set lands aside for re-settlement and development in the areas of Agriculture, Small Scale Industry, and Education.
